TRA and SICPA launch Nationwide training for Smart DAS App to boost tax compliance


The Tanzania Revenue Authority (TRA), in collaboration with SICPA Tanzania, has launched a nationwide training initiative for a new mobile application—Smart DAS (Digitally Updated)—designed to reduce human error and improve efficiency in tax compliance and enforcement.

Speaking during the launch, Abyud Tweve, ETS Project Manager from TRA’s Domestic Revenue Department, stated that the initiative is part of a broader effort to streamline the Electronic Tax Stamp (ETS) declaration process.

“The Smart DAS app, now available on both Android and iOS platforms, offers a faster and more accurate solution for taxpayers,” said Tweve. “Instead of manually entering stamp serial numbers—a task that is often time-consuming and prone to error—manufacturers can simply scan the first and last stamp in a package. The app then automatically collects and submits the required data to TRA’s central system, reducing processing time and improving data accuracy.”

Tweve noted that the development of the app was informed by feedback from taxpayers, aiming to provide a practical and user-friendly tool that simplifies compliance while enhancing TRA’s ability to monitor production in real time.

To support the rollout, TRA conducted a comprehensive training session in Dar es Salaam involving 92 officers from various regions. These officers, responsible for overseeing ETS and Electronic Fiscal Devices (EFD), received hands-on training on how to operate the Smart DAS app and integrate it with existing systems.

During the session, participants also developed a plan for a grassroots training framework. Each officer will now conduct workshops in their respective regions to help manufacturers understand and adopt the new system without disrupting their operations.

“The success of Smart DAS depends on widespread awareness and accessibility,” Tweve emphasized. “Our officers are now fully prepared to guide taxpayers, address concerns, and ensure effective use of the technology.”

Alfred Mapunda, General Manager of SICPA Tanzania, announced that SICPA has supplied TRA with 5,000 validator cards as part of the initiative. These cards, featuring two-color security windows, allow stakeholders to easily verify the authenticity of tax stamps before accepting goods. The cards will be distributed to wholesalers, distributors, and other key players in the excise product supply chain.

“These validator cards will help ensure only genuine, tax-compliant products enter the market,” Mapunda said. “SICPA is proud to support TRA in deploying secure, modern tools that safeguard government revenue and promote fair trade.”

He added that both the Smart DAS app and validator cards are part of a larger strategy to strengthen Tanzania’s tax system through innovative, accessible technology.

“By combining advanced tools with targeted training, this partnership represents a major step forward in enhancing compliance, protecting excise revenue, and empowering businesses to voluntarily meet their tax obligations,” he said.

Mapunda concluded by noting that with African tax institutions increasingly embracing digital transformation, Tanzania is positioning itself as a regional leader in innovative tax administration—joining other East African Community members like Kenya and Uganda in modernizing revenue systems.
